Romans 15:20-21

Thus I have always had as my ambition to preach the gospel, not where Christ is already named, so that I might not build on another man’s foundation,

as it is written:

“they who had no news of him shall see, and they who had not heard shall understand.” (quote from Isaiah 52:15)

For this reason I endure all things for the sake of those who are chosen, so that they also may obtain the salvation which is in Christ Jesus and with it, eternal glory. 2 Timothy 2:10

Notice the doctrine of unconditional election is taught here (for those who are chosen, or “for the elect”), but that they have not yet obtained salvation – they have to hear the message, and then repent and believe in Christ.
